The Planning Department is made up of the following units and their functions:
ENVIRONMENTAL PLANNING
FUNCTIONS
- To Effectively, Efficiently and holistically manage the natural environment through coordinated efforts with all relevant stake holders.
- Enhance local people’s knowledge of environmental protection and conservation through environmental education.
- Develop Environmental Project Briefs on proposed projects in order to obtain community wide acceptance for projects.
- Hold regular community discussions on the natural resource management.
- Introduce basic school waste recycling projects in order to create a responsible front-line core.
SOCIO – ECONOMIC PLANNING
FUNCTIONS
- To coordinate council development projects.
- To spearhead preparation of Council Development Documents.
- To conduct research and submit reports on Socio Economic conditions in the District.
- Coordinating the Monitoring and Evaluation of District Projects.
- Continue to create and update Key Development Documents i.e. District Development Plan, Strategic Plan and Investment Plan.
- Implementation and monitoring of CDF projects.
PHYSICAL PLANNING
FUNCTIONS
- To efficiently manage land use.
- Convert Customary Land Tenure to State land (which is Secure Tenure with Title).
- To develop an efficient and functional land administration system.
- To develop and maintain land information.
- Creation and Allocation of Plots.
- Facilitate subdivisions of land.
- Provide area development controls.
- Design of Local area Plans.
- Provide a Spatial information through Map generation.
- Provider of official Numbering of Plots.
DISTRICT AIDS COORDINATING ADVISOR
FUNCTIONS
- To provide policy guidance to local authorities on the national decentralize multi-sectoral and support the planning department and sub- district structures to interpret and facilitate implementation of government mainstreaming policies.
- Support local authority through HIV/AIDS committee to effectively coordinate the local response in line with priorities of the National HIV/AIDS strategic frame work.
- Support the undertaking of HIV/AIDS research activities at a sub- national level and participants in the generation of evidence-based plans base on the research findings.
- Undertake the implementation of HIV/AIDS and wellness work place programmes in order to enhance awareness.

FUNCTIONS OF THE DEPARTMENTS
- Coordinates the creation and maintenance of parks and gardens in order in to provide recreational facilities.
- Oversees the provision of fire services in the district in order to prevent loss of life and destruction of property by fire.
- Oversees the installation and maintenance of electrical systems in the district road network and general council infrastructure in order to facilitate the operations and safety of the public.
- Oversees the construction and maintenance of roads and drainage in order to facilitate movement of people and goods and increase the lifespan of the roads.
- Oversees the maintenance of Municipal buildings in order to ensure safety of buildings and prolong their lifespan.
- Oversees the provision of architectural services in order to ensure adherence to architectural standards and design of structures built within the township.
- Oversees the operations of the mechanical workshop in order to ensure the repair and maintenance of the council’s fleet of vehicles and machinery so that we effectively service our communities.
- Provide water and sanitation facilities to public places such as Markets and Bus stations in order to have a healthy environment and public.
- undertake the delivery of public health services and enforcement of laws on environmental health in order to minimize health and safety hazards.
The Finance Department is established to keep proper accounting records that disclose, with reasonable accuracy, the financial position of the Council, which comply with the requirements of the enabling laws. It is a service department that provides support to all the Departments within and outside the Council. It also provides timely and accurate accounting information predicated on sound principles and conventions capable of meeting national standards.
The Finance Department is structured into sections namely:

GOAL
Our goal is to be a responsive service directorate, ensuring that the resources of the Council are optimally generated, employed and accounted for with improvement in cost control and financial discipline.
BASIS OF FINANCIAL REPORTING
The financial statements are prepared on the basis of historic cost as posted in the books of accounts, supported by reasonable and prudential judgments and estimates, and consistently applied in line with the provisions of International Public Sector Accounting Standards (IPSAS) Accrual accounting Basis. We are also guided by the following extant laws:
- The Constitution of the Federal Republic of Nigeria
- The NCA 200
SERVICE DELIVERY
In discharging the above services, the Finance Services Department is committed to provide quality and timely services to both internal and external customers. The Department shall ensure that its services shall be discharged in accordance with the five core values of the Council, namely integrity, excellence, professionalism, responsiveness and innovation. The Department will continue to operate within the ambits of the Local Government Act of 2019, Public Finance Act 2018 and other laws of the land within its mandate and resources.
